If you have lived in Canada for 40 years you receive the full pension. If you lived in Canada for fewer than 40 years but 10 years or more, you receive a partial pension. If you have lived in Canada less than 10 years, you may qualify for ten-fortieth of a pension, depending on whether Canada has a social security agreement with the partner country.

If you have lived in Canada and lived and/or worked in another country, and do not meet the residence requirements for an Old Age Security benefit, a social security agreement may help you qualify. The voluntary deferral of the OAS pension gives people the option to defer take-up of their OAS pension by up to five years past the age of eligibility, in exchange for an enhanced monthly benefit of 0.6% per month of deferral (or 7.2% for a full year of deferral). Once people chose to receive their OAS pension, this percentage will be applied to the benefit for the rest of their lives.
